[FWP] FWP list archives pre-announcement

Not _quite_ ready yet, still under construction, but...

The upper level pages will eventually have the right hooks installed.

The browsable indexes are broken into month-sized archives, and they're
all in place (they're what the search engine eats). The technology is
mhonarc.

New messages are received by the archives individually, and
published in batches every two hours, round the clock.  Updates
to the search index are not presently automated while I work on
ways to minimize stressing the server; I hope to get reindexing
as frequent as daily, but until that's possible, the archive
index will be updated on Fridays.
