[FWP] Lexical Warnings, pre-5.6 style

I'm developing a module that allows for "scoped" warnings to be turned on
and off and handled differently, and given different priorities (in the
case that two warnings match the same regex -- explained in the module),
for those versions of Perl before 5.6.
