Ah.  I didn't see that in the requirements.

I assume that the argument list in your solution is a ref to the data
array followed by a list of qr's (for some measure of efficiency in your
prioritizing loop).  If they are just strings, you should first build an
array of qr's from them.

Except for the rather wussy use of sprintf with zero-padded fields,
instead of the macho packed subkeys, I think you have captured the
essence of it -- prioritizing key . stabilizing key . datum
