Though I'm still searching for the "perfect" reference book for CGI's, I have come across two things that I would highly recommend to all: (A) an article on the best books to buy if you want to learn perl (I've seen/used about 4 of them and I think that the article is correct in it's suggestion) and (B) the CGI 101 web site which has some of the basic scripts that you might want to use. Please remember that these resources are for Perl, but 95% of what you see is what you need to write a MacPerl script/CGI (well, at least for the web pages I've designed).
