Netscape 4.7 seems to have the POST command screwed up. I know for sure that if you try to use the scriptable OpenURL "http://..." post data "the data" command, Netscape will erroneously issue a GET without posting the data. Since your cgi most likely expects some data, it won't return what you expect.

I don't know if the above also applies to form submissions from a web page, but the AppleScript version of posting data certainly fails.
