I asked the same question here just a few weeks ago, and I am now up and running fine. I recommend using a server app like Quid Pro Quo, which is free. Its more flexible and configurable than the OS Wed Sharing server. It also allows you to do SSI's in any page.
You have to set up the TCP/IP to run via AppleTalk. Set up the configuration using 'Set MacIP manually'.
Set the router address to something like 255.255.255.0, and the IP address to 10.0.0.10. These are the settings that where suggested to me, and they work fine.
If you use Quid Pro Quo, you can set the source directory to whatever folder your pages are stored in, then access them by using http://10.0.0.10/[your page name here]
