I confirm that.

As part of a column I am writing, I will pursue this, but after a 
quick test, it seems like the CGI glue cannot handle the file upload 
feature.  Can anyone knowledgable with the innards of the CGI glue 
comment?

Executive Summary: AFAIK, you can't do that.
