You're right. That's why many perts of the Makefile already run perl
scripts, and why there is already a make replacement written
in perl. It's alpha, but you're welcome to check how it works on the
Mac.

    $CPAN/authors/id/NI-S/Make-0.01.tar.gz

You're out of luck, of course, for modules that need a compiler :-]
