POD stands for, and is intended to support, Plain Old Documentation.

No, Larry Wall invented it for Perl 5. As he says in the "perlpod" page
(that's "Various->Documentation format" under Shuck's "Go" menu: 

    "I'm just trying to make an idiot-proof common source for
     nroff, TeX, and other markup languages, as used for online
     documentation."
