One of the biggest pains in the butt is that Excel wants to put quotes
around things when it exports or saves as TEXT.

You can expect commas whenever there is a "special" character in a field. If
the export is comma separated, that includes the comma character.

Quote marks will be doubled up.

I'm sure Perl can handle all that, but it's not as simple as it looks.
