Well, I would probably try to allow a program like Thumbnail to do the work for me and talk to it with Apple Events. But GD.pm (that comes with MacPerl) does image resizing, and with Mac::Resources, Mac::Memory, and maybe Mac::QuickDraw you could do something there.
