On a scripting list someone suggests Graphic Convertor.  A non scriptable
App?  Shame!

I would suggest clip2gif.  I make thousands of thumbs automatically with
frontier.  And hooking clip2gif up to mac perl is easy as long as you know
how to use apple events in perl.

clip2gif does JPEG among other formats and works very well.
