Microsoft already does this. On Win 32 (NT/95) the Internet Explorer browser is scriptable with perl embedded in web pages via something that ActiveState makes called "PerlScript". AFAIK it only works on Win 32 but I do recall that Microsoft announced that they'd be shipping IE for the Mac real soon (if they have not done so already). Go to http://www.activestate.com/ and look for information on "PerlScript". ActiveState is supported in part by money from Microsoft.
