Yes.  I use Paul's libwww.  The e-mail get/put routines work very well. 
Connect this up with the crontab program written for the Mac and you can
have an e-mail program pop up every 15 minutes to check your e-mail. 
Using the crontab program again you can have another program pop up and
do manipulations on the e-mail the other program downloaded.  Finally,
you can have a third program come up and upload the results.

Or you can just have one large program which does all of this.  :-)
