I do this with NewCM [http://www.kagi.com/dathorc/newcm.html]. It adds a menu att the bottom of the contextual menu, that lets me create new files of the kind I choose. I have added a Perl program, containing the #! line and some comments, to the meny. NewCM prompts me for the name of the file, creates it in the folder where I clicked, and opens it for me.
