Why?  It's not a standard thing, AFAIK, on anything but Windows and
HP-UX (certainly not on Linux or SunOS).  Since it's in Windows, it
must be a bad idea 1/2 :-).

Besides, Milivoj Ivkovic has shown how to reliably get the timezone in
pure Perl using gmtime and localtime, so it's not as if it's hard to
get the information out of MacPerl.
