Not true...
(The problems with standards is that there are so many of them).

Anyway,  SunOS (Solaris 5) does have $TZ.

A/UX (which borrowed liberally from both System V and BSD) had $TZ.

OSF/1 (the Dec Alpha) has a timezone command (not a C library, a command).

RedHat Linux does not.  I don't have access to all the other Linuxes (Linux
!= Linux).

Or it means that occasionally Windows does steal good ideas :-)
