[MacPerl] HTML Character Conversion

Hello All,

Those of you doing web development on the MacOS are probably familiar 
with BBEdit's "Format" tool, which can convert extended characters (Ÿ, Ž, 
etc.) to their equivalent HTML codes. Does anyone know if there's a Perl 
module available which can perform the same function?
