As far as I am concerned, doesn't matter, unless the tests use `` or
system() or open() calling the perl tool.  It is a good idea for testers to
have ToolServer and the MPW perl tool installed, in case they are needed.

It's also a good idea for testers to have lots of CPAN modules installed,
as many modules depend on others, but they can install those as needed.
