It doesn't have any trouble knowing what the current year is (and will be), the problem is how it arbitrarily resolves 2 digit dates and, as I understand it, the fallback assumption that the current century is what was meant is what will blow up next year if an application uses a toolbox call instead of some internal function to figure this out.
