[MacPerl] posting policy

<x-flowed>Currently, all new lists are set with a subscription policy of
open+confirm (people need to send back the auth notice to confirm
they really want on).

And posting is set to subscribers only (which cuts way back on spam
but also makes it a little more difficult for people who have
multiple addresses, work and home.

There are ways to add people's multiple addresses to the "OK to post"
list (I don't know the ways but I know people who do and I have the
book :-)

Or we can just let anyone post a message to any list whether they are
subscribed or not.

Consensus?

- Vicki

p.s. we have a new tester on the list with us now; we'll probably
have more soon.
