Well, no.  In summer, -0700 could be PDT or MST (Arizona, except the 
Navajos but including the Hopis <who are surrounded by the Navajos>). 
Similar problems in Indiana, etc.  To tell the difference, one would 
need to extract the DST flag from the location record.  [One or both 
of the nations mentioned may have changed in the past few years.]
