[MacPerl] macperlmodinstall

I put up a new proposed man page for MacPerl, called macperlmodinstall.

Actually, it might be best to just merge its contents with perlmodinstall,
but it is long enough I thought it might deserve its own.  Maybe not.

I don't care, I just wanted a page to point people to!

Feel free to link to it and to discuss it on macperl-modules, and to send
patches there.  I am sure people can think of ways to clarify things in
