Go to http://pudge.net/mmp and get the precompiled package. Go to http://pudge.net/macperl and get cpan-mac. Run the installer to install cpan-mac. Drop the XML-*-tar.gz on the installme.plx droplet to install XML::Parser. The XML at the MMP site is 2.23. If you want 2.26, you'll have to build it yourself. If you don't have a Mac C compiler, you're out of luck.
