ANY clueless newbie reading the "README" on a Mac is going to quickly get the point that there are parts of the documentation not directed at him and not be quite so clueless after that. Now ask yourself: Has a clueless newbie ever showed up here confused about which of the two README files applied to the Mac? Has anyone ever, ever, ever, showed up confused about how to INSTALL the basic MacPerl application (I'm not talking about knowing which MacPerl to install, that's another issue). How much easier than "double-click Installer icon, then follow directions," can it get? This is pretty much the standard install process on the Mac, and most Mac users do it without looking at the documentation. Duh! I don't see this as an immediate or pressing concern.
