"Most" systems in the context the author of this document is refering to 
means "most UNIX" systems.  This is generally well understood within the 
community of unix users

That being said, I second Chris' comments regarding the not-entirely-unix 
nature of this README.  In particular it contains information relative to 
both GPL and the Perl Artistic License, that all Perl programmers need to 
be aware of.

At least in my copy, the document begins:

So give it a REST!  ANY clueless newbie reading the "README" on a Mac is 
going to quickly get the point that there are parts of the documentation 
not directed at him and not be quite so clueless after that.

Now ask yourself:  Has a clueless newbie ever showed up here confused 
about which of the two README files applied to the Mac?  Has anyone ever, 
ever, ever, showed up confused about how to INSTALL the basic MacPerl 
application (I'm not talking about knowing which MacPerl to install, 
that's another issue).  How much easier than "double-click Installer 
icon, then follow directions," can it get?  This is pretty much the 
standard install process on the Mac, and most Mac users do it without 
looking at the documentation.  Duh!

I don't see this as an immediate or pressing concern.  You're arguing 
straw men here.
