AFAIK, the first HTTP server for the MacOS was MacHTTP by Chuck 
Shotton.  Being the first, Chuck had to decide how to map various 
concepts from the Unix HTTP server world to the MacOS (including how 
MacHTTP was going to communicate with CGIs).  Being the first, 
MacHTTP set the standards.  Thus, I assume* what is going on here is 
that personal web sharing is saying "relax - I work just like the 
standard, MacHTTP".  If you've ever collected statistics from a web 
server, you may have noticed that a lot of browsers do the same 
thing, they claim to be Netscape.  Even Internet Explorer used to do 
this (does it still?)
