These are both in the cpan-mac distribution. To install a module from CPAN, you can simply download it and drop the .tar.gz file on the installme droplet. tarzipme is also included in cpan-mac, and it just allows you to create a .tar.gz archive, optionally selecting each individual item in the archive to be translated as text, kept as binary, or translated into MacBinary. installme (and untarzipme, also in the archive) will (usually) properly convert MacBinary files back into Mac files, and translate text files.
