I was trying to read Donald Davidson on the subject of quotation in language (don't ask, I always wanted to go to college) and one way he explained why many existing theories were dissatisfying amounted to saying that they treat quotation as "single quotes"--opaque and without further structure. Which leaves a lot unexplained... And his initial theory? Something like, a "quotation mark", *which may be arbitrary*, changes the behaviour of the "parser" until the end of the quotation.
