You don't need any NLP to get a Jeeves-like grok of those queries.
All you need is a list of stop words that filters them down to

cheap air fares
cheapest air fare Chicago Orlando
cheap airline tickets

and a pseudo-stemmer that further cooks it to

cheap air fare
cheap air fare Chicago Orlando
cheap airline ticket
