Well, of course.  After all, we have an existing implementation (mopeds) 
which achieves nearly this fuel efficiency already, and with half the 
number of wheels to boot!  If cars were to integrate some of the recent 
advances in ion propulsion, ultralight hang gliders, roll-on roll-off ferry 
design and hot air ballooning then it would be easy to go the rest of the way.
