Telnet access is rare AFAIK, if you mean access to the ISP's server. Last I had telnet access to a commercial ISP was limited to account admin -- not to manipulate files of my server space, and definitely not to execute Perl scripts -- and even the account admin was recently converted to a web-based system. I recall a friend suffering when she left her job at an ISP, and no longer had root access, which did allow her full use of telnet ;-( But you might get lucky looking through the List, above. Maybe you just meant telnet access to a machine somewhere that you already have permissions for...
