Both GCC and make are available for OS X through a couple of places. 
One is through the developer package that only ships to people who 
are ADC Select or higher members.  The other is through the Darwin 
project - the open source part of OS X.  The first option costs at 
least $500 U.S.  The second costs the time to wade throug the entire 
darwin package to get the pieces you want (as I understand it).

Did you only search the MacPerl list, or did you search all the 
MacPerl lists (forum, web-cgi,anyperl,modules,etc...)?  There's 
conversations about Perl and MacOS X in various threads over the last 
year or so including the following:

I don't use the sherlock plugin (in fact the above list was created 
by manually searching my own archives), so I don't know if there are 
issues with it finding things.  You could try using the webbased 
search and see if it gives different results.
