My guess is that something you're using besides MacPerl makes use of the Mercutio MDEF. I've noticed (and reported) this problem. If you switch back and forth between different applications that use Mercutio, the menu can gets garbled in pretty much the fashion you describe - I get inverted exclamation marks and pound signs (printed somehow in a space too small for them, so that they get truncated and look really vile) in place of the command and shift symbols. As you say, bringing up an About box - or perhaps any new window? - fixes the problem temporarily.
