Did I overlook something? Have a look at Leonard Rosenthol's IC Scriptor, a scriptable app which is basically an interface between OSA and Internet Config. You could either use Apple Script to tell it to feed a URL to Internet Config or possibly send Apple Events to it directly from MacPerl (not sure how this works as I've not yey experimented with such). Alternately it might be possible to write an external for MacPerl to accomplish this. The API for Internet Config is very easy to work with, and IC does pretty much all the work for you - it only took me half an hour to add a menu item to an app I'm working on which uses IC to launch a web page.
