U = US (i.e. North America) I = International The difference is the length of the encryption key (i.e. how strong encryption) it supports. US regulations (ITAR) prohibits the export of crytographic technology that is stronger than some specified level and requires that you have a license as an arms dealer if you want to export it. The problem with this is that the 3 lines of perl code in my .sig is classified as a munition and it is illegal for you to export it from the US. If you want to reply to this message, and quote the .sig, you need to register as an arms dealer because this list is distributed (based actually) outside of the US.
