This turns out to be :sfio:src:lib:sfio and :sfio:src:lib:sfdisc.  The
makefiles therein reference :::::GUSI:CWGUSI: which is actually just
:::::GUSI:.  The makefile for sfio also expects to find the newer
includes in OldCOpt, which only has the older ANSI includes,  and 
doesn't have ConditionalMacros.h.  

I'll try again after the conference.
