[MacPerl] Error -1700 from a Perl cgi

Has anyone seen error -1700 from a Perl script CGI?  Saw that yesterday 
on a customer's site... had to reboot the server (restarting Perl and the 
CGI didn't help... perhaps it was a WebSTAR bug...)  Interesting after no 
bugs for months.
