Hi, welcome to Japan :-)

I suppose you mean "fj.xxx" or other newsgroups in Japanese
language. It's true there are many "japanese only" newsgroups
here in Japan, but if your ISP really serves only those
Japanese newsgroups, that's a bad luck of you. Even in Japan,
most of major ISPs serve - I believe - the worldwide newsgroups
like "comp", "sci", "rec", "alt" etc. So if you are staying
here for a certain amount of time (or more :-)), maybe you
should change your ISP.
