It's true there are many "japanese only" newsgroups here in Japan, but if your ISP really serves only those Japanese newsgroups, that's a bad luck of you. Even in Japan, most of major ISPs serve - I believe - the worldwide newsgroups like "comp", "sci", "rec", "alt" etc. So if you are staying here for a certain amount of time (or more :-)), maybe you should change your ISP.
