Recently someone on another list was contrasting PERL's performance vs. other tools. We had to write a tool for a customer in PERL, because their webmaster wouldn't let them run compiled C based CGIs. It ran fast enough that we run it in PERL on our server, even though we have a compiled C version that would run a touch faster.
