But hasn't Win32 been integrated into the core distribution so that you can
compile it yourself on Win32?

The ActiveState port isn't on CPAN anymore, but the standard build is. 
Using a local CPAN mirror to me, I found happy perl for win32 binaries in
<URL:ftp://ftp.perl.org/pub/perl/CPAN/ports/win95/Standard/x86/>
