"Without MPW, can't be used" is much closer to the real situation. It's true that for the typical pure Perl module all you need do is drag it into the proper place. The CGI module is like this. However, some pure Perl modules need to be autosplit, something that is done automagically on Unix. And then there are modules which use compiled languages like C, which means "forget it" for the average MacPerl user.
