SEDIT from Apple will do things like that.

It's a SCSI read/write editor which can trash your disk if you're not
careful though.

MPW can also "dumpfile" as a command. It presents a variety of formats in a
secondary file including HEX and ASCII with selectable column widths. It
will not allow you to modify the original.
