I'm afraid not.  Photoshop is marginally automatable with its internal
Actions, but the only command available from MacPerl or AppleScript is "Do
Action."  Actions can't take external parameters under any circumstances.

Your primary Mac-based options are Main Event's PhotoScripter, which goes to
extraordinary lengths to make Photoshop mostly scriptable, or DeBabelizer,
which is built for batch-processing of images.

In neither case will MacPerl be particularly relevant to your endeavor, so
you'd be better served looking to graphics- or AppleScript-related resources
for further assistance.  Good luck.
