I don't have System 7.6.x to check with, but I doubt that's true.

My printed copy of the AppleScript Finder Guide, English Dialect published
in 1994 as part of the AppleScript 1.1 SDK includes the ability to script
"clean up by name" (and not surprisingly enough, that's pretty much how you
say it).

It also includes a position property of the class "item", which is a list
of "Two integers that specify the position of the upper-left corner of the
item's icon".

So, he could certainly use MacPerl's DoAppleScript to do what he's looking
for, without having to delve into the toolbox.
