[MacPerl] creating a floating dialog

Is there a way to create a floating dialog that floats above a certain
application?

I've tried using kFloatingWindowDefinition instead of
kStandardWindowDefinition,
however it still appears as a standard window. I didn't see anything in the
documentation that said anything about floating above a specific
application.

Any pointers to documentation or example code would be greatly
appreciated.
