First, the cpan-mac stuff is not tarred, it is in a .sit.bin archive.  You
can get that.  I am sure you have (or cna get for free) Stuffit Expander to
handle that archive.

The utils that come with it, however, only handle .tar.gz, I think, not
.tar by itself.  This is easily modified to handle straight .tar files.  It
is just a flag passed to the tar routine to turn on handling off the .gz
part.

There are free utilities, too.  See perlmodinstall, the Mac section.
