I use Macromedia Fireworks v1 for doing batch converts. It has a special
routine on the file menu for doing this. You specify the scale, or one
dimension, and the graphics format (including palette for gifs, or
compression ratio for jpegs) and it works through all the graphics files in
the specified folder (putting the originals in a subfolder). Ideal for
doing large numbers of thumbnails.
