WebStar has a server setting which restricts CGI execution to the CGI-BIN folder within the WebStar root folder. (It's a pity it hasn't got an Apache alias mechanism). Then I would check type and creator of your cgi script. Double click and check whether it launches MacPerl. If it doesn't there is the problem. Use Mac maintenance tools, rebuild the desktop.
