Perl isn't really comparable to PHP.  PHP is more analogous to Perl-based
systems like Apache::ASP, HTML::Mason, HTML::Embperl, and so on.  All of these
are best used under mod_perl for speed reasons, though the latter two don't
have to be.

I use Mason a lot and really like it.  I haven't used PHP.
