Well, except for the occasional extra second which gets stuck in at the end
of some Junes and some Decembers.  I don't think the time measurements we
do take the past ones into account (the future ones can't be taken into
account since they are inserted when the real world measurements say
they're needed, not by an algorithm which would give the next date).

I don't know whether the last minute of June 30, 2000 is 60 or 61 seconds
long, for example, although that one may have been announced already.
